Born on July 3, 1949, in Bakersfield, California, Wilbur was the youngest of seven children. He proudly served in the U.S. Army, and following his military service, he worked for the D.C. Metropolitan Police Department before beginning a long and dedicated career as a mechanic for METRO, where he was known for his reliability and strong work ethic.
